Hinjewadi Traffic Relief Projects Delayed as Land Acquisition Dispute Drags On

Pune’s Hinjewadi IT Park was supposed to get new roads and flyovers to ease its growing traffic problems. However, the projects planned for the Rajiv Gandhi IT Park are still stuck on paper as government departments have failed to decide who will take responsibility for land acquisition.

The process was initiated in 2024, but the matter has since moved between different government agencies. With no clear decision yet, several important road and flyover projects remain delayed.

The number of vehicles in Hinjewadi has increased sharply over the years, but the road network has not expanded at the same pace. This has made traffic congestion a daily problem for thousands of IT employees and residents.

To address the issue, the Maharashtra Industrial Development Corporation (MIDC) had planned several infrastructure projects, including flyovers and wider roads.

One of the key projects is a 720-metre flyover at Laxmi Chowk, one of the busiest traffic points in the IT Park. A grade separator has also been proposed at the location.

Other planned projects include widening the Maan Road connecting Phase 1 and Phase 3 to six lanes along with a flyover, an 800-metre six-lane road from Shivaji Chowk to the crematorium, and a three-kilometre six-lane road connecting Baner to Hinjewadi IT Park.

The projects were initially to be undertaken by MIDC. However, the Public Works Department (PWD) was asked to handle the land acquisition. The PWD later declined and said MIDC should acquire the land as well as execute the projects.

The matter was then discussed at a higher level, following which the Pune Metropolitan Region Development Authority (PMRDA) was brought into the process. A proposal was considered under which PMRDA would acquire the land by providing Transferable Development Rights (TDR).

Despite several meetings and discussions, the responsibility remains unclear. Government departments are now pointing to each other over who should carry out the land acquisition.

Even Industries Minister Uday Samant recently said that the PWD would handle the land acquisition. Officials, however, say the situation is more complicated, with several rounds of meetings and correspondence taking place between the departments.

MIDC executive engineer Rajendra Totla said several meetings have been held regarding land acquisition for the road and flyover projects. He said MIDC has requested the PMRDA and PWD to complete the process at the earliest, but no final decision has been taken yet.

PWD executive engineer Anuradha Bhandare said a decision had been taken in a meeting last year that MIDC would handle the land acquisition. She added that the PWD had not agreed to take up the work because it had not received direct instructions from the higher authorities.

PMRDA executive engineer Vasant Naik said different government agencies are responsible for land acquisition for different projects. He said MIDC and the PWD are involved in some projects, while the Baner-Hinjewadi road, which was earlier under PMRDA, has now been transferred to the Pune Municipal Corporation.

With the responsibility still unclear, the proposed infrastructure projects continue to wait for action. For Hinjewadi, where traffic congestion has become a major concern, the delay means relief from the daily traffic problems remains some distance away.
