Hinjewadi Municipal Corporation Proposal – What It Means for the Area

Hinjewadi Municipal Corporation: Pune’s suburbs have been growing at an unmatched pace over the last decade. Among these, Hinjewadi has transformed from a small village into one of India’s biggest IT hubs. With thousands of companies, lakhs of employees, and new residential projects coming up every year, the civic needs of this area have changed completely.
To address these needs, Maharashtra Deputy Chief Minister Ajit Pawar has announced a proposal to create a separate Hinjewadi Municipal Corporation (Hinjawadi Municipal Corporation) along with two other new corporations for Chakan and Phursungi–Uruli Devachi–Manjari–Wagholi.

Why This Proposal Came Up

Ajit Pawar, who is also the Guardian Minister of Pune district, explained that the current local governance structures in these areas are struggling to keep up.
Hinjewadi currently falls under gram panchayat and PMRDA (Pune Metropolitan Region Development Authority) jurisdiction, but this setup has limitations.
With a municipal corporation, the area would get:

  • Dedicated funds for infrastructure
  • Better planning and execution of civic works
  • Wider and well-maintained roads
  • Proper drainage and stormwater systems
  • Improved waste management

Pawar said that planned development is the only way to handle the growing population and traffic in these fast-developing regions.

Areas Likely to Come Under Hinjewadi Municipal Corporation

If the proposal is approved, the Hinjewadi Municipal Corporation would include:

Core AreaPossible Added Villages / Zones
Hinjewadi Phase 1, 2, and 3Marunji, Maan
Rajiv Gandhi Infotech ParkWakad (parts)
Road corridors towards Baner and BalewadiVillages near MIDC zones

This expansion would ensure that both residential and industrial areas are under the same civic body, making it easier to plan roads, drainage, water supply, and public transport.

Current Issues in Hinjewadi

Ajit Pawar’s announcement didn’t come out of nowhere — the problems in Hinjewadi have been growing for years.

1. Traffic Congestion

Hinjewadi is known for its traffic jams, especially during peak office hours.
The roads are narrow in many places, and vehicle numbers have gone up sharply. IT professionals and residents have even run online campaigns asking for better traffic management or a merger with Pimpri Chinchwad Municipal Corporation.

2. Infrastructure Limitations

While Hinjewadi is home to global IT companies, basic amenities like proper drainage, smooth roads, and public transport are still lacking in some areas.
During monsoons, waterlogging and power cuts are common.

3. Unplanned Growth

With multiple builders launching housing projects, many residential pockets don’t have proper roads or water connections.
A municipal corporation could bring stricter building and layout regulations.

What Ajit Pawar Said About the Plan

While speaking at an event in Chakan after reviewing road works, Pawar made it clear that:

  • A Hinjewadi Municipal Corporation will be formed for Hinjewadi and surrounding areas.
  • Chakan will get its own municipal corporation.
  • Phursungi, Uruli Devachi, Loni Kalbhor, Manjri, and Wagholi will come under a third new municipal corporation.
  • These changes will happen “whether some people like it or not,” because urban planning cannot be delayed.

Pawar also compared Pune’s situation to Mumbai, where the Mumbai Metropolitan Region has multiple municipal corporations like Thane, Navi Mumbai, Kalyan-Dombivli, and Mira-Bhayandar to handle growth effectively.

Benefits of a Hinjewadi Municipal Corporation

If formed, the new corporation can bring many changes for residents, IT employees, and industries.

Area of ImprovementCurrent SituationPossible Change with Municipal Corporation
RoadsNarrow and congestedWidened roads, flyovers, and better traffic management
DrainageIncomplete systemsProper stormwater drains to prevent flooding
Waste ManagementIrregular in some areasDedicated waste collection and disposal
Public TransportLimited PMPML servicesMore buses, feeder services, better connectivity
Urban PlanningMultiple authoritiesSingle civic body for faster decisions

Chakan and Other Proposed Corporations

Although our focus is on Hinjewadi, Ajit Pawar’s plan covers two other important areas:

  1. Chakan Municipal Corporation
    • Chakan is a major industrial hub with over 1,500 companies and lakhs of daily commuters.
    • Traffic jams are a daily struggle.
    • With municipal corporation status, the area could get more funds for road widening and new transport projects.
  2. Phursungi–Uruli Devachi–Manjari–Wagholi Municipal Corporation
    • These areas have seen a massive housing boom.
    • Garbage dumping at Uruli Devachi has been a long-standing issue.
    • A separate civic body could improve waste processing and infrastructure.

Funding and Development Plans

Pawar mentioned that a municipal corporation can also get funding from sources like the World Bank.
This means large projects like six-lane roads, elevated corridors, and advanced drainage systems could get financial backing faster.

During his visits, Pawar approved projects worth ₹300–400 crore on the spot, including:

  • Widening the Chakan–Talegaon road to six lanes.
  • Planning an elevated road between Talegaon and Shikrapur.
  • Ordering immediate pothole filling to reduce accidents.

Example from Other Cities

In Thane district, there was once only one municipal corporation. Now there are several — Navi Mumbai, Mira-Bhayandar, Vasai-Virar, Ulhasnagar, and Palghar.
This division allowed each area to focus on its own needs without waiting for approvals from a single overburdened civic body.
Pawar believes Pune needs a similar approach.

How the Process Works

Under current policy, an area can become a municipal corporation if:

  • Population is over 5 lakh
  • The area has significant urbanisation and economic activity
  • State government approves the proposal

Hinjewadi meets all these conditions, with lakhs of IT employees, thousands of residents, and ongoing industrial growth.

Challenges Ahead

While the proposal sounds promising, forming the Hinjewadi Municipal Corporation won’t be without hurdles.

  1. Local Opposition – Some gram panchayats may resist, fearing loss of control or revenue.
  2. Coordination – Merging various jurisdictions like PMRDA, gram panchayats, and industrial areas will take planning.
  3. Transition Period – Until the corporation is fully set up, residents might face confusion about services and permissions.

Expected Impact on Residents

For people living and working in Hinjewadi, the change could mean:

  • Faster road repairs
  • More reliable water and electricity supply
  • Better street lighting
  • More parks and public spaces
  • Enhanced public transport links to Pune city and PCMC

If implemented well, it can improve daily life and also boost real estate values.

Traffic Solutions Linked to the Proposal

Traffic has been one of the main triggers for the proposal. Pawar has already:

  • Instructed immediate widening of key roads
  • Ordered studies for elevated corridors
  • Directed police and transport authorities to improve signal timings and junction management

A municipal corporation would be able to coordinate these works faster, without waiting for multiple approvals.

Possible Timeline

While Pawar has announced the plan, the final approval will involve:

  1. State cabinet discussion
  2. Demarcation of boundaries
  3. Official notification
  4. Appointment of administrators
  5. First municipal elections

If everything moves smoothly, Hinjewadi could have its own municipal corporation within the next 2–3 years.
